LRS Federal instructors provided instruction in accordance with 29 CFR 1910.120 and the installation specific Facility Response Plan (FRP). They developed site-specific instruction and course materials to ensure response personnel were knowledgeable of the FRP and understood response scenarios as directed by the FRP.
LRS Federal has a Joint Venture (JV) with Gryphon Environmental known as LRS Gryphon JV to provide Facility Response Teams (FRTs) with Facility Response Plan (FRP) Training, Spill Management Team (SMT) Training, and New Skimmer Training. This training is provided to all First Responder Operations Level personnel for all FRTs in the Navy and Marine Corps. This training project provides support to approximately 73 facilities worldwide with certification of Tier 1 oil spill response equipment and FRT personnel requirements as well as the deployment, operation, and maintenance of a variety of on-water oil response systems and equipment. The FRT Certification Courses are designed to teach on-water oil spill response management techniques and effective "response techniques” according to their facility’s FRP. This training is specific to each facility and provides the FRT with the knowledge and skills needed to execute the facility’s FRP.
LRS conducts a spill response assessment to identify the site’s spill response capabilities, personnel spill response knowledge, response equipment available, and conducts a thorough site assessment of Spill Prevention, Controls and Countermeasures (SPCC) related assets. The results of this assessment are used to customize the training for each facility and set of students. The training focuses on areas identified during the site assessment as needing remediation including: personnel safety, spill prevention, First Responder Awareness level spill response actions on site, the 63d RSC’s Spill Response SOP, and the four steps (Recognize, Assess, Respond and Report) to be taken when a spill has occurred.
LRS Federal instructors provided training for multi-media (RCRA, P2, Air Quality, HAZWOPER and SWMP) environmental compliance, environmental program management, and emergency response and site specific instruction for personnel who work on bulk oil storage, CERCLA, and HAZWOPER sites. Curriculum included facility response plan activation, safety of personnel on site, spill response operations, remediation activities, sampling procedures to determine contamination levels, source investigations, and hazardous substance site management.
